At the top of the page is this statement: “One of the principles most firmly maintained by Luther was that there should be no resort to secular power in support of the Reformation, and no appeal to arms for its defense.” WWPGC 17.1

This is true, but it is also true that, as the Reformation progressed in later years, Luther argued in favor of the use of the secular power to suppress heretical and fanatical teaching. WWPGC 17.2
